■Call for Enforsement
With less than five years remaining until 2030—a critical milestone for achieving the 1.5°C goal, the urgency of the climate crisis continues to intensify. Across many regions, extreme heat, typhoons, heavy rainfall, and flooding are occurring with increasing frequency.
While some parts of the world are witnessing setbacks in climate action, there is also a growing movement to confront these headwinds and steadily advance toward decarbonization.
In the United States, a coalition of non-state actors—including state governments and businesses—representing two-thirds of the population and 70% of GDP, remains resolutely committed to the transition to a decarbonized society. Europe continues to lead with progressive climate policies, and recent elections in Canada and Australia have reaffirmed the global momentum toward decarbonization, with climate-conscious administrations remaining in power. These developments underscore the irreversible trend of the global shift toward a decarbonized future.
The UN’s special report released in July this year, Seizing the Moment of Opportunity, offered hope to the world by highlighting that, in the ten years since the adoption of the Paris Agreement, renewable energy has expanded rapidly while generation costs have plummeted—marking a turning point in the transition away from fossil fuel dependence. Furthermore, the International Court of Justice (ICJ) issued an advisory opinion affirming that states have a legal obligation to take climate action, including the reduction of greenhouse gas emissions, thereby reinforcing international public opinion and encouraging national efforts.
As non-state actors in Japan participating in the Japan Climate Initiative (JCI), we must now reflect on the significance of our mission and determination to overcome the climate crisis, which allows no time to spare. It is imperative that we remain aligned with the global momentum toward decarbonization and continue to move forward in solidarity with our international peers.
On the 10th anniversary of the Paris Agreement and in the lead-up to COP30, JCI hereby declares its unwavering commitment to the challenge of decarbonization at the Japan Climate Action Summit 2025.

— We Will Never Stop —
As non-state actors in Japan participating in the Japan Climate Initiative, we hereby pledge to continue our efforts to overcome the climate crisis, in order to sustain a future in which the 1.5°C target has been achieved beyond 2030.
Now is the time to accelerate energy efficiency and the expansion of renewable energy to the maximum extent, strengthen collaboration with stakeholders both domestically and internationally, and lead the resolute transition to a decarbonized society.
