The 31st Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP31) will be held in Antalya, Türkiye, from 9 to 20 November 2026.
In recent years, alongside intergovernmental negotiations at the national level, the role of non-state actors, including businesses, investors, local governments, and NGOs/NPOs, has become increasingly important at the COPs. The Action Agenda, launched at COP30 in Belém, Brazil, will remain a key pillar of COP31. There are growing expectations for concrete action by non-state actors, working in partnership with governments, in areas such as the energy transition, electrification, the circular economy, and nature conservation.
Many members of the Japan Climate Initiative (JCI) will participate in COP31 on the ground. Through organizing and speaking at events, as well as engaging in dialogue with domestic and international stakeholders, JCI members will showcase and share the efforts of Japanese non-state actors. At the same time, they will connect with peers from around the world and gain first-hand insights into the latest scientific findings, policy developments, and climate solutions at the forefront of global climate action.
On this page, we will provide updates and reports on JCI’s activities at COP31.
■Event Organization and Speaking Engagements
1. Seminar Organized by JCI “Toward 2035: Non-State Actors on Clean Electrification, Resilience, and a Just Transition”
Building on the COP31 Presidency’s proposed target of achieving a 35% electrification rate by 2035, this event will showcase leading examples of efforts to accelerate clean electrification and the expansion of renewable energy, including the wider deployment of high-efficiency air conditioning systems, procurement of renewable electricity, and Japan’s world-leading heat pump technologies.
The event will also highlight practical initiatives by diverse stakeholders aimed at realizing a sustainable decarbonized society, focusing on themes such as coexistence with local communities, resilience building, and a just transition.
A wide range of JCI participants, including companies, local governments, youth representatives, and international organizations, will take part as speakers. Together, they will present to a global audience the practical climate actions and collaborative efforts being undertaken by Japanese non-state actors, while discussing the role Japan can play and the opportunities for international cooperation in achieving the 2035 target.
